In 2017 West Yorkshire Combined Authority (WYCA) were building a business case for a major upgrade of Bradford Forster Square Station.
Many of the expected benefits would come from the significant improvements to the station building and the surrounding area, creating a much more attractive environment for train users and people walking by the station. The forecourt was used by many people as a route to a large shopping complex nearby.
Steer used Stated Preference to measure people’s ‘willingness to pay’ for three bundles of improvements to the station building: the forecourt area; local access routes; and signage.
We used a mix of online and face-to-face interviews with 335 people, split between station users and passers-by.
Successes and outcomes
Willingness-to-pay values for each of the improvement packages were provided to West Yorkshire Combined Authority in pence per trip, allowing a valuation of the upgrade which could be used directly in their business case.
The valuation was sufficient to create a sound business case and the upgrade went ahead.
