The Strategy was to address three audiences:
-
National Infrastructure Commission (NIC), which was considering infrastructure priorities in relation to economic and housing needs.
-
The Central Government, which was assessing spending plans and priorities.
-
Local stakeholders and partners, who required investments to support sustainable growth and place-making activity.
The work entailed:
-
A baselining phase, involving the development of comprehensive and communicable evidence base, which benchmarked Buckinghamshire against its peers across four economic development domains: human capital/skills, infrastructure/housing; knowledge & innovation, and external business expertise & support;
-
an assessment of the ‘economic prize’ that could be gained if Buckinghamshire could match the growth trajectory of its neighbour, Berkshire;
-
review of policies and strategies for housing and economic growth at district and county level to provide a clear statement of current activity;
-
consultation with partners on objectives, projects in the pipeline, ‘Asks’ of and ‘Offers’ to Government that would help Buckinghamshire to raise its trend growth rate;
-
and the development of an action plan to 2030 that would provide the foundations for growth to 2050.
