The municipality of Querétaro has had many years of planning and development dominated by private vehicles, which has caused the expansion of the city and low density, and lack of opportunities for active modes like walking and cycling.
To address these challenges, in 2016 the Mobility Ministry of the municipality of Querétaro commissioned Steer to develop the Strategic Mobility Plan (PEM) 2026 for the municipality of Querétaro.
The Plan aims to guide the sustainable mobility strategies for the city in the next 10 years.
The PEM 2026 establishes a vision of integration and transformation of the different modes of transport, linking the city and its mobility, aiming for public spaces for pedestrians and cyclists, and managing other modes of transport.
To develop the Plan, the first step was to identify the diagnosis of the current mobility. As part of the diagnosis we undertook 5,300 household surveys in the municipality of Querétaro and its surrounding municipalities that represented 17,000 habitants, traffic counts and surveys, parking studies and inventories, street road network inventories and public participation through workshops and a website.
Once the diagnosis was met, the vision and objectives of the plan were established under the main long-term goal of a compact city and sustainable.
Successes and outcomes
As a result, we delivered a strategic plan and with nine goals: safer city for everyone, integration for urban development with mobility options, multimodal city, cycling as a mode of transport, school mobility, parking management, transport demand management (TDM), clean air and healthy citizens, and the construction of a mobility culture.
