Andrea is a licensed professional planner in Puerto Rico with extensive experience in transport planning, community engagement, and urban development.

Before joining Steer, she worked as a project coordinator for a non-profit organisation in Puerto Rico dedicated to participatory democracy. There, she collaborated with a wide range of stakeholders across the public, private, and governmental sectors. In 2018, she became the Programme Officer for Community Investment at a community foundation in Harrisburg, Pennsylvania, overseeing the allocation and distribution of funds from the organisation’s competitive grant portfolio.

Since joining Steer, Andrea has focused her career on transport planning. She played a key role in coordinating the 2050 Multimodal Transportation Plan for Puerto Rico, a strategic roadmap that will guide the development of the island’s transport system for the next 27 years. She has also successfully led the planning of municipal public transport systems in several locations, including Patillas, Cataño, Mayagüez, and Ceiba.

Her core areas of expertise include community planning, stakeholder engagement, and urban and rural public transport planning.
